He cannot find him. He has tracked and looked with all the limited, very limited, skills and Dean could frankly be anywhere. He'd not forbid this, he wouldn't dare but that does not mean he cannot assist. He is weak but he is a still a warrior and for all he knows Dean could be dead and simply never return home. He is afraid that Dean's abject misery will lead to recklessness and there would be nothing Castiel could do. Whatever benefits to being human are being outweighed day by day by the helpless terror of waiting for Dean to return home each day.
